到 2025 年,以相称、公正、公平、有效和公平的方式确定并消除、逐步淘汰或改革激励 措施,包括对生物多样性有害的补贴,同时到 2030 年,每年大幅逐步减少至少 5000 亿美 元,首先减少最有害的激励措施,扩大生物多样性保护和可持续利用的积极激励措施。
