بحلول عام 2020 كحد أقصى، تُلغى الحوافز، بما فيها الإعانات، الضارة بالتنوع البيولوجي، أو تزال تدريجياً أو تعدل من أجل تقليل أو تجنب التأثيرات السلبية، وتوضع وتُطبق حوافز إيجابية لحفظ التنوع البيولوجي واستخدامه المستدام، بما يتماشى وينسجم مع الاتفاقية والالتزامات الدولية الأخرى ذات الصلة، مع مراعاة الظروف الاجتماعية-الاقتصادية الوطنية.
